Suppose, this enormous structure are the remains of a huge ancient settlement or base that is now submerged under water, then who built it thousands of years ago?

I believe that there are many underwater bases here on earth and they are alien in nature. I think they have been here for a very time. My hope is for them and us to live on this planet…..
